All Saints' Day in Monte Carlo on November 1 - Will Anything Be Open?

We will be in Monte Carlo on the Crystal Symphony for two days including November 1, which is All Saints' Day - a National Holiday in both Monaco and France. What can we hope to find open on that day? Shops? Restaurants? Attractions? Will the locals be out and about, or is this going to turn into a "sea" day for us?
