Shopping in Phillipsburg in the morning

My ship docks at 10 am and I would like to go shopping and look at Great Bay beach before my tour that leaves from the ship at 1 pm. Do I have enough time in the morning to make that worthwhile? I plan to take the water taxi from the ship.

Not sure I fully understand the question.

Get off immediately and visit downtown.

Walk as much of the Boardwalk/Great Bay Beach as you like, then jog over one block to Frontstreet and shop for a while, then head back to the ship.

You should easily have a couple of hours there.
