The fare policy for public ferries and buses is payment by coin (exact change), token, Transportation Pass, or ticket. However, a returnee from Bermuda reported he did pay with a $5 dollar bill on the ferry, but this would be the exception rather than a change in policy. Anyway, unless you are traveling around Bermuda only by taxi (expensive), mini-bus (beach only), or renting motor scooters, you will have to purchase tokens, a Transportation Pass, or a booklet of tickets.
