Early Luggage Drop Off

Hi everyone, I was wondering if anyone would know when is the earliest time luggage can be dropped off at the port & whether there's a fee? I'm actually asking this on behalf of my in-laws that will be on the QM2 on Nov. 6th. They'll be arriving in NYC early morning and would like some time to wander around NYC (without luggage) before boarding. Any help would be great! Thanks!

I would not get there before 11am as the longshoreman may still be assisting those dismebarking the ship. But after then should be able to drop off and do whatever they please. We are also arriving early - more likely 11:45-12 depending on traffic.
