Question about Cheers program.

Are the specialty coffees, water, soda or energy drinks included in the 15 drink limit for 24 hrs or is it only for drinks that contain alcohol?

The 15 drinks in 24 hours is alcohol only. No limit on the others.

Only alcoholic drinks are limited to 15.
