Taxi with seat belts?

We will be in Tortola in December with our 19 month old and are hoping to take a taxi to Brewers Bay or another quiet beach. (We'll save Virgin Gorda and Jost Van Dyke for when he's old enough to not need an afternoon nap).

 

What is the likelyhood of us being able to find on the fly or reserve in advance a taxi with seat belts? We plan to bring our car seat with us and will be able to install it quickly ourselves, with a little extra cash to the driver for patience.

We walked out of the cruise area just a bit and found a very modern taxi van with operating seat belts easily. He took us to Brewars, waited for a few hours then on to Cane Garden for a few hours then back to the ship. There will be a bunch of open air "safari buses" that you would probably not want. Just look around for a regular taxi. The one we rode in was probably a 2008 model. We were a party of four but met another couple at Brewars and they hopped in for the trip over to Cane Garden too. Our driver made no attempt to try and fill his van.
