Renting wave riders

So, I don't have a drivers license, but I want to do an excursion where I can rent a wave rider. Anyone know where those are available without a license?

 

Or can explain why the ability to parallel park is required for a jet ski? :)

It depends on where you go. in st martin my 15 yr old rented one and he didnt have a liscence.
