Is there a Senior Frogs or Fat Tuedays where the boat docks?

We were there Dec. 4th, 2011, and there were nothing of that nature that I was aware of. Closest to that would be Margaritaville which is a cab ride, around $5 per person one way, (or Hopper Bus ride) into Montego Bay. Hopper Bus is $15 pp for all day round trips to some shopping areas, Doctors Cave Beach and Margaritaville.

Nope, neither. As said above, marguritaville is your best bet for something similar.
