Freedom missing St. Thomas?

I just read a review from 1/12 that said the Freedom missed St. Thomas and went to La Romana Dominican Republic. Any idea why they had to skip St. Thomas? Is it common to miss this port? What ports are often used when an Eastern port is missed? We are doing this itinerary in March and was just wondering.

There was a water shortage on the island due to a water infiltration issue. I understand through Trip Advisor that it has been repaired and it's business as usual.
