Since you are after final payment Carnival ONLY offers upgrades for the difference.

What?????? I booked this as a revisable fare not Early saver - is my TA right? They haven't been several times over the couse of this and 2 other booking for this one cruise.

Makes sense but sounds like you have a TA that charges fees to make changes. Sounds like you should be looking for a TA that doesn't charge fees for your next cruise. Carnival isn't charging for the upgrade, your TA is.
