Questions about corking fee

Do they charge a gratuity on top of the $25 corking fee?

 

If we buy a bottle of wine in Italy for about $15 and pay the corking fee, would it be better than a $40 bottle we buy on board?

 

What are we allowed to bring on? 2 bottles per cabin?
