Instagram has to have an internet connection (wifi or cell) to post photos to your feed. So yes, you would get charged cell minutes unless you are on a wifi connection. I would suggest leaving your phone in Airplane Mode and just using the regular camera on your phone (not IG). When you get home, you can upload whatever photos you'd like to your IG feed.

Instagram requires an internet connection (mobile or wi-fi). Usage would be considered data, not voice minutes, if not on wi-fi. International roaming charges for data are expensive (somewhere in the $20/mb rate) and are not part of domestic data packages.

you can use instagram while on the cruise, but as long as you have airplane mode on you should be fine, once you are back in US coverage, you can them upload them all at once - however it is just as easy to just take pictures with your phone and then transfer them to instagram when you get back...
