Sidi Bou Said is a lovely area and very atmospheric, with sidewalk cafes and little places selling mint tea and the local craft--blue-and-white Moorish-style birdcages. The Bardo Museum is a fantastic collection of classical-period arts including some very impressive Roman mosaic floors with "colonial" subjects like hunting, etc. Carthage is a very important ruin but it takes either a super guide and/or a good imagination to visualize what was there.
