Question about booking engine and # passengers

Hello - I check the booking engine daily for rate changes for our upcoming cruise. We have two balcony rooms booked - 2 in one room and 3 in the other. The booking engine shows no balcony rooms available for 2, but several categories when I put in for three. Are some rooms reserved for 3 passengers? If they are available, why wouldn't they be open for 2 passengers?

Carnival likes to have the max number of people in a cabin as possible. So for cabins that sleep 3, they like to have 3 people booked in it instead of 2.
