Whenever we have cruised out of San Juan and had a later flight we have always taken the cruise line's tour. The last time we took a Carnival tour the driver determined that everyone needed to be at the airport by 3pm and gave us the best tour of San Juan we ever had (been there many times too). The luggage stayed in the belly of the tour bus until we arrived at the airport. We got on the tour bus at around 8:30 am and the tour ended at 3pm.
