VAT & British Isles cruise

VAT is not added to purchases on the British Isles cruises thanks to having Guernsey as a port. I've also read that Guernsey is often missed ports due to weather. So what happens then as far as the VAT goes? Does Princess still call on the port, but not operate tenders so they can legitimately say the cruise meets the requirements to not have VAT charged on-board?

 

Just wondering if I should anticipate the remote possibility of having this added. It was actually a nice surprise that it wasn't!
