My husband, son and myself will be heading out on the Dream and I was wondering if it is possible to put daily spending limits on my sons s&s card?

Yes, or at least limits for the cruise. (I believe you can do daily as well.). We give each of our girls $50 and tell them to come talk to us if they need more but they've never gone over. Usually buy a soda here and there, one or two pictures, and a few games.
