Can't Book Specialty Restaurants on our Upcoming Cruise

We are taking a B2B cruise on the Brilliance, starting April 30 through May 26. The first leg of the cruise, a transatlantic, has let me book specialty restaurant packages more than 2 months ago. But, the second leg of the cruise, a baltics cruise, still doesn't let us make any specialty restaurant reservations. Any ideas why it's not letting us book the restaurant packages?
