Don't know the answer because we drive to New Orleans, but if they don't, they will with 3 ships sailing from Galveston, the airlines will demand it

I don't recall ever getting luggage express paperwork in Galveston and I've cruised from there 10+ times.

 

I doubt anyone at Carnival would have a definitive answer since the luggage express option can change from week to week based on the airlines participation options.

 

I've been on B2B's where it was offered one week but not the other.
