And that birth certificate must have been issued in a US state or Territory. There was a case cited pn CC not too long ago where a man was denied boarding because he was born in a German hospital (to US citizen parents serving in the military) and the BC was issued by Germany.

 

Exactly why I suggested the OP talk directly to HAL or the TA.
In that case the gentleman had talked to HAL and they had assured him he was good to go ... but it was never clear (at least to me) whether he had told HAL that it was not a US b.c.

We are going to be on Panama Canal cruise again soon and just received a notice from HAL last week saying that it's a requirement that we have a passport for that cruise even if we aren't getting off .....

Passengers were called by deck to report to verify documents, and they specifically said "Drivers License alone is not proof of citizenship."

 

Unless you have an Enhanced Drivers License, which is proof of citizenship. ;)

 

EDLs are available in Michigan, New York, Vermont and Washington.
