Ship's Registry

I understand why cruise ships are registered in foreign countries. Depending on the ship, Carnival's are registered in Panama, the Bahamas and one in Malta. Does anyone know why Carnival chooses one country for registry vs. another? (Or any cruise line for that matter...)

Regardless of ships' registry, Carnival Corporation is incorporated in the Republic of Panama.
