Can I convert the non-refundable shipboard credit to cash by asking the casino for cash and have the "advance" charged to my onboard account? RC allows that - subject to a 5% charge.

Your best plan might be to get to know table mates or other you meet who might have a lot of charges on their SeaPass. Transfer your excess to them and have them pay you in cash. The transfer form is available at the front desk
