The insurance is valid between the countries, but some car hire companies charge extra. You would need to inform them you are taking it. I presume you are returning the car to Barcelona, otherwise it would be more sensible to take the bus or train into France and hire one there, otherwise it will cost a lot more to pick up the car in one destination and return to another. If you have an accident or the car is stolen you'd be looking at a lot of money to pay. As above, if looking at a one way rental it'll be expensive, unlike the US where it can be relatively inexpensive.
