Of course they will let you off. The point is, can you enter the country. The private tour vendor will direct you how to clear immigration, enter the country, and take the tour. You must have a visa, and the tour vendor will cover you with their company blanket visa.

Have booked a a 2 day no vise needed spb tours in st petersburg. Will norwegen let us off to take tour? The agent said no. We do not have russen visa.

NCL will let you off the ship even if not taking their tour. If you are referring to SPB Tours as the private tour operator, they are recognized by Russian immigration and their downloaded ticket voucher serves as the entry permit.
