There's a city parking garage right across the street from the cruise terminal on Cumberland at Concord. They have a maximum daily rate of $16. The partial day rate is $1/half hour. While the parking garage is manned 24 hours, that's in the booth. It is open and anyone can go in. There are some cameras but not protecting the vehicles. The port parking has no access except when loading and unloading the vehicles en mass at embarkation/disembarkation. other times, the warehouse is locked with no access.
