Confused about getting off a Carnival ship in Cuba.

Last year we tried to do a cruise to Cuba on the Carnival Paradise, but due to Hurricane Irma, we had to skip the cruise (as we would have missed another cruise).

 

We are looking to do another cruise to Cuba latter this year....

 

I have heard that Carnival have changed the rules about getting of the ship in Cuba.

 

For those who have been to Cuba recently, can you still walk of the ship and do you own thing / own tour (and make a note of time you spent), or do you now have to do a Carnival tour??

 

Can anyone clear this up for me, please?
