Flight Ticket "Still Pending" But Cruise is Paid Off

I tried to go on the airline website to upgrade our seats but it says our tickets are "still pending." I've paid off our cruise and flight through Carnival. Our last cruise I was able to get on the airline sight and upgrade them, this time I'm being told I can't until they finish ticketing our flight in November. If I've paid in full the cruise and the flight why won't they finish ticketing/paying it until then?

Most cruise lines use consolidators, and that's just the way they work. They basically are getting the leftover/bulk seats.
