BON VOYAGE ROOM DÉCOR Packages

Does anyone know why the Bon Voyage room Decor packages are not available on certain ships? Oasis to be exact. We are celebrating birthdays and would like to preorder the package. Is there another site that has packages that are available on those ships? The list of ships that its not available on is pretty long which is odd. Thanks
