You probably have to book the 1st guest at full published fare or, at least, a much higher than retail fare. Plus you'll definitely still have to pay taxes and port charges for the 2nd and we all know that's not cheap. I would even bet on a booking fee. Has anyone used one? for NCL assuming the buy One is at the brochure rate then you are paying lots more than if you just call a good cruise agent and book for two.
