Are there locals offering to sell you excursions when you get off the ship in Tortola like other islands? I don't have anything pre-booked and I am hoping to find a great snorkeling excursion

For a GREAT snorkeling excursion you will want to book well in advance with one of the excellent independent operators like Aristocat Charters, Kuralu, our Parouche. Just read reviews snd check their offerings...

The east itinerary that includes the Indians, Norman Island, and other spots is a popular snorkel option, you can see these excursions on the websites.

 

There are also private charters like Mitch at Ocean Magic if you want a more personalized and expensive option? Some folks will find others to split the cost between 3 couples to make it more affordable. But the independent shared charters noted above are highly recommended!
