If it is just a one day port call yes they do...cruise passengers are exempt from the e-visa requirement that regular visitors need to get...

You don't have to organise a visa for Oman. Seabourn will do all the work, we have sailed Athens to Dubai twice and you do not have to organise any visas for this sector, they are either not required or the ship will organise them. Enjoy.
