Purchasing a Future Cruise Credit

We will soon be on  the Equinox . In our booking info, there was a form to purchase future cruise credit. Can you purchase this prior to boarding or only after embarkation? The form states that it can be "combined with 1 additional offer." That being said, is the 4 for free considered 1 offer?   Also, if you purchase stock, is this combined with any Celebrity offer? Is it better to buy both of these or only 1? Any advice would be appreciated!
