Whether it would be worth the price, that is an individual judgment that would vary from person to person. If you don't like riding on small boats and aren't interested in fishing, it might not be a good value for you. Have you considered a private fishing charter? They wouldn't offer it if it wasn't - think how many thousands of passengers they serve every day. No, it's not worth it. You shouldn't be paying more than $400 for a half-day private charter. Google "Cozumel Fishing" and take a look around at the various options. All the main sites you'll see are reputable operations. Plus, with some charters, you can also go snorkeling too, on the same trip. Might make for a better day than only fishing. A day of fishing and snorkeling IS worth it.
