The odds of needing 'a high level of care' due to omicron vs. a host of more serious conditions are very slim. The better argument here is that it may be risky for those with serious preconditions to avoid cruising altogether if they believe they might not receive adequate medical care while abroad due to overcrowded facilities. Disembarkation for COVID medical care is extremely rare on fully vaccinated ships as X runs, especially now with omicron being the predominant variant, and there's no reason to believe it will overtax foreign hospitals. Therefore this shouldn't be a reason for Celebrity to be disallowed from making foreign ports. The percentage of omicron-positive pax isn't likely to be any higher, and if the ship's mitigation efforts are doing any good at all, will be a good bit lower than the native population in the ports being visited. This avoids large additional risk to the local population. Therefore this shouldn't be a reason for Celebrity to be disallowed from making foreign ports.
