On our recent Med cruise, from Portugal to Rome with stops in Spain and France, we needed a PLF for Portugal (upon landing) and we were GOING to need one for Italy, but the Italian rules had changed by arrival date. You'll know that "fully vaccinated" for EU countries means that you'd need a booster jab if your previous jab was more than 270 days before.
