Release Quad Occ Cabins

We are sailing on casino offers in February. 2 pax per cabin. There are cabins we desire that we are not entitled to because they are for 3-4 occupancy. We have been in these exact rooms many times with only two.  When does Royal allow 2 pax to book those cabins?

YMMV.  Like you I have seen them released, but not always.  Recently I had a balcony gty for two and I was assigned a quad cabin.  The quad cabins in my category/sailing not released for bookings for parties of two (I kept watching until the end).
