Premier and Elite are special hosted casino cruise offers. They are special designated cruises that will have various casino events only for those booked on these special cruises.

Elite cruises are the top offers. They include Freeplay, drinks everywhere for 2, either free port transfers or free port parking, a free port excursion for 2 or Spa credit, gifts and other freebies. 

You cannot ask for these offers nor are there transparent tiers you much attain to receive them. There are obviously proprietary/internal tiers you must attain in order to receive these various offers.
