yes, if you're on one of the large NCL ships, be careful booking your own excursion.  It's a crap-shoot as to whether you'll actually go to DR.  But if you're on one of the smaller ships (sun,dawn, pearl, etc), you should be good

Try posting on tripadvisor.  If you are on a larger ship, see if there are already 2 ships scheduled for Amber cove to get a sense of your chances.  The vendors in the DR are very familiar with this mess, and should be upfront with you about their cancellation policies.
