Will be on Reflection in May this is first cruise I have had obc.I am looking to book Rome shore excursion but can"t see anywhere to pay with my obc.I have only just booked so have not filled API and other such stuff yet.will this be the reason.

Go to the celebrity website, manage trip, manage reservation. “Plan my cruise”

should show at the end of your cruise description.

From there, choose your shore excursion, and at the checkout stage you should have an option to use your OBC to pay. See screenshot below.

Is your obc from Celebrity or your TA?  If from your TA it won’t show on your account until after you embark. Otherwise, follow what @JintyGirl said and you should be golden.
