Cruise planner vs app

Please forgive my ignorance. Has the app replaced the cruise planner? When exactly does the cruise planner come out in relation to sail date?

You have access to the cruise planner as soon as you book.  Not everything will be available at first (depending on when you book) but it’s there.  I was booking MTD reservations 9 months out.
