Duty exemption allowance for Star - Victoria

Since the Star is only in Victoria for 6 hours, what's your duty allowance? DD has a favorite clothing store there and would like to do back to school shopping.

 

Anyone know if they count the time in international waters as being "out of the country" so you're allowed the 48 hour allowance?
