International Pier-I.N.S.T-Help!

We're on the Fascination right now and were thinking we had a good shot at docking at the International Pier on Wed. The Cozumel Insider website is showing TMM International Pier I.N.S.T. I have never seen that acronym. Our capers are saying tendering, there is only one other ship scheduled at the International Pier that day. Any idea what the story is? We will go ask once the desks calm down a bit with everyone boarding...but help is always appreciated!! (Ken?) Thanks!!
