too young ?

We were in Costa Maya last Feb, and both my sons were allowed to drive jet ski's (they were 16 & 15, unlicensed). We will be in Cozumel in November and I am wondering will they be allowed to drive (with or without us as passengers, this time they will be 17 & 15, one with a permit but unlicensed)? Most likely looking at one of the beach clubs, Paradise beach, Mr. Sanchos, Naci Cocum?

If they are big enough that the marketer thinks there won't be problems, they probaly will let them go for it. They probably need to demonstrate a larger degree of maturity than a lot of the drunk adults at the beach however.
