I highly recommend C-Belize. We just came back from a trip with them (6 total, 2 adults, 4 children) and they were incredible. Cost $59 which included private van (trust me better than bus, and airconditioned), plus our guide Ronaldo was an ex forestry worker who knew every tree, crack, where to find bats, and actually did a lot of work to keep us running smoothly. We went into extra caves others did not, he let the children swing from a vine like Tarzan into the water, others were amazed! We thought this was the best trip ever, and we do the world. I've been to Belize before, and even worked on a travel guide there, this is a great trip. We tipped both for the experience. In Cozumel, I'd suggest San Francisco Beach. Easily accessible by taxi and cheap. FREE chairs, free water activities like water trampoline and "iceberg" inflatible rock climbing out in the surf. Great water and sand. Great bar and restaurant. Perfect to relax and you can rent stuff like jet skis if you'd like. Been there many times, always good.

In Costa Maya, go into the town, very authentic, and pretty. Grab someone on the beach to take you out in a private boat to snorkle, it's worth it! Bout $10 adults 1/2 price kids, just ask for a deal. Great snorkling cheap. All of us did this and thought it best place to dive and relax.

Progresso is questionable. Beach is OK just off the pier, too many hawling stuff when you get off the bus from the dock, so beware. We did not go to Merida, but suggest it. EVERYONE who did just loved it and Progresso is just a dump.
