Parasailing info please

We will be renting a car for our day in Cozumel and plan to hit some free snorkel sites. Spending a ton of money in other ports, so we'd like to keep this one down some, but my husband has always wanted to Parasail. Any suggestions for a SAFE parasail in Cozumel (or Roatan, Santo Tomas or Belize City) where we don't all have to go or pay to enter the beach?
