Driving Jetski @ 19

My daughter would like to drive a jet ski @19 years old. Fla law says you must be 22 or pass a Boat safety test. Some outfitters will give you the test on site for a 3$ charge. Is anyone familiar with this? Do all outfitters do this? My wife doesn't want to drive, but will be the passenger. Does this matter?

18 YEARS OLD WITH A BOATER'S SAFETY CARD WHICH CAN BE OBTAINED BY GOING TO http://www.boatsafe.com/ OR 22 YEARS OLD WITHOUT THE BOATER'S SAFETY CARD.

 

It doesn't look like there is a charge for taking the on-line course.
