Snorkeling--Barrier Reef or Fisherman's Rock

A friend of mine is looking into snorkeling tours for Barrier Reef and Fisherman's Rock. Could anyone tell me which area would be better? Someone told her the they are actually the same place. Is that true.

Thanks for any info you can give. She is a first time cruiser and all the choices have her head spinning. lol
