Question re Tallinn shore excursion to a site that is normally closed on that day

I will be taking a Baltic cruise in July and the ship is scheduled to be in Tallinn on a Monday.

 

I prefer to do my own thing in port, and was researching Kadriorg Palace. The Talinn tourism website (where you can purchase the Tallinn card) indicates that Kadriorg Palace is closed on Mondays.

 

However, there is a ship shore excursion that includes a visit to Kadriorg Palace. I went to the Celebrity website, plugged in my reservation info and it appears that I am able to purchase this shore excursion.

 

Is this common - that a site is normally closed to the public on a certain day, but shore excursions will be allowed entrance?

It is not common, but does happen. If I were you, I would pose the question directly via phone(not email) to X telling them what you found out and the source of that information and see what they come up with. I would think the only ones of us here that could answer your question are those who were in Talinn on Monday and booked that particular shore excursion which reduces your potential answers considerably:)
