Which beach has the best selection of water toys

Trying to figure out which beach has the best selection of water toys for the price. I know PB has a lot for just $10 but I am concerned about it being over crowded. This will be our DS (18 yrs) first cruise and I want him to have as much fun as possible.

Eighteen year old guys don't care about crowded beaches as long as there are plenty of eighteen year old girls.:)
