Duty Free Liqour Store at the Pier, do you have to be a passenger?

I'm thinking this is a dumb question, I probably know the answer, but.......

Can a person NOT cruising go into the liquor store and purchase OR, is it past the ticketed passenger only point? I cant remember?

We were in Duty Free shop last Sunday. They did turn someone away. They also asked for our SS card to swipe.

There are two other Duty Free shops in lower level of terminal.
